Transfer of Development Right (TDR)

Tranfer of Development Right (TDR) is often regarded, and in fact used, as a viable tool of preserving open spaces or historic sites without spending public money. The US has been good at developing this techinque particulary in their rural land preservation. Korean planners have also paid attention to this magic, but little attention to the details beyond the concept.
